Managing A Mandatory Open Enrollment

Good Afternoon ~

We are quickly approaching the starts of our preparation for open enrollment 2023. This year we are forcing employees to perform open enrollment tasks even if they have no changes. This is because we are adding and changing some of our major plans and want them all to know what is available to them. No more benefits rolling over if no elections are made.

I want to say I recall there being some setting or profile that may aide in this but I am not sure. Can I ask how others have dealt with this type of system requirement? I know most of it is driven by policy but still want to know if there is a way to control this within EBS 12.2.10 OAB?
