Where to define values for Intended Use field on PO page？

In Fusion Procument PO page, there is a field called "Intended Use", see attached screenshot, I found below articles saying that the value for this field comes from Taxation Country field configuraiton, however, I don't find how to configure Tax Country anywhere, can you please advise?
