Planning Cloud: Deleting a Member Results in the Error: "Member Might Be Referenced Elsewhere"

Version: 23.08.60

When trying to delete a member from a hierarchy encounter the following exceptions:

1) "Deletion of member xxx" failed (member might be referenced elsewhere in the application)"

2) The SQL operation failed

Show usages tab for the member does not show that it is referenced anywhere in the application. No Approval units defined and no shared member instance exist.
