11i - Not able to update standard cost from pending in 11i

EBS 11i - New product family/assembly line has been introduced (new dept and resources created, routing updated) and items moved to the new assembly line have the Pending cost created correctly but not able to update the Frozen cost. Accounting Standard cost update program ran successfully but the cost is not updated. Any recommendations of where else I need to check?
