JDE | UN7 | Tools Release 9.2.7.3

We have the below extracts that are produced in txt format and placed in a specific drive. This process works successfully. The German tax authority is now asking for the xml file that contains the headers for the extracts. In reading information on my oracle support there is an index.XML file available for all versions. Does anyone know where I can find this and how I can generate the file or if there is some setup that needs to be completed for teh xml file creation.
