CPU allocation between OLTP vs Warehouse DB

Oracle Database Enterprise Edition

v19.19.

We currently have a single DB with schemas for transactional and warehouse. This was primarily done to save on costs. Ideally we would like to split this out to two DB instances on the same server. It would be great if there is some way to prioritise the CPU on the transactional DB over the warehouse is this feasible or would we be better off putting them on separate servers?
