Siebel Products (Internal Products) in pick applet based on responsibility?

Hi, we recently upgraded from 20.8 to 23.6. It is Siebel Loyalty Application.

After upgrade we noticed, when we create Transactions with Products, we unable to see all Products in the PickApplet. But if we connect with users having Siebel Admin Responsibility it displays all the Products in PickApplet.

Is these products listing in PickApplet is based on Any responsibilities? Why an User without Siebel Admin Responsibility is not viewing all the applicable products (Instead viewing only very few).
