ORA-24035 When Exec sys.dbms_scheduler.remove_job_email_notification (Doc ID 2571053.1)

Supposedly you only get this error when you are trying to drop a notification owned by another user. I am getting this error when trying to drop a notification owned by the correct user. I'm expecting this to go away at some point. I don't know much about AQ. I am trying to update my jobs to detect and report failure conditions. I can't seem to get reliable behavior that makes sense out of this functionality. What is causing this? This system seems to be functional. I am getting
