Can E1 calculate POC RETN at the Contract Value vs Billing line Level

Hello

Has anyone been able to get E1 to calculate a (POC) Percent of Completion type Retention Rule to calculate based ONLY on the total Contract Value vs how it currently calculates on every billing line.

** Customers only approves RETN to RELEASE from a total CONTRACT value not from a billing line view. ***

Please let us know if other entities have this same scenario and how they are handling it within E1 without having to do a lot of MANUAL intervention to the system generated RETN values.
