Have a client using approval routes but wants to place OR's on a unique Order Hold.

Client has a requirement to place OR's on a unique Order Hold as the OR is created and displayed in the P43081 Orders awaiting Approval. Client currently has 60+ approval routes - related to business units. Under certain situations (10% of OR's) a single person needs to review the details of the OR and then if acceptable release the hold and allow the requisition to process via the appropriate approval route.
