EBS r12.2 HRSS State tax link question

I see in the Q2  2023 Statutory Payroll patch read-me document this line item - STATE OR LOCAL TAX FORM LINK UPDATE NO (LOV) FOR CO, DE, MT, NM AND OK

Then, in the announcement for the patch release, I see this; ·    State or Local Tax Form Link Update concurrent process updated to include CO, DE, MT, NM AND OK in the State parameter list of values

But nowhere in either document do I see the new links. And in the Concurrent Process, the link is a required field needing input - rather than a LOV.

My question is, does Oracle provide those links or is it up to the client to go and get the updated links from the state web sites?
