Is there a way we can restrict FSA based on certain plan type selection similar to HSA

Hi,

We have a requirement where if employee choose the HDHP then they are only eligible to contribute HSA and not eligible to FSA contribution plan.

In the HSA excluded coverages we did the config like below and it's working fine as long as the employee selects HSA it's not allowing the employee to choose FSA and giving the error as expected.

But When employee selected HDHP plan but waive the HSA then it allows the employee to choose FSA.

I looked at the benefit program cross-plan. but you can not use it FSA vs Medical. Is there any way we can achieve this functionality?
