In JDE, Sale Order is Completed and Purged to History Table. Shipment Status stuck at 70

In JDE Version 9.2

Sale order is posted to GL, Sales updated is completed and purged record from F4211 to History Table.

Related Shipment is stuck at 70 Status, And while we run Freight Update manually nothing happens.

How to move the Shipment status to 80.
