How to put away items to stock locators without an item assignment to it?

Oracle WMS, R12.2.5

In our warehouse we have items with a fixed stock locator assigned via item-subinventory by entering the Subinventory and Stock Locator information. We have created a WMS rule which will store items to this locations during put away when destination locator identifier = item locator identifier.

But we also receive a lot of items which don't have this setup, because they are temporary items. We want to create a WMS Rule which store these items to Stock Locators which don't have any item-subinventory setup for Subinventory and Stock Locator. So it should be stored in any stock locator which is not attached to an item (fixed locator).
