Siebel Loyalty Effective Dates for Points

Hi, we upgraded to 23.6 from 20.8. After upgrade (along with repository Upgrade), we noticed Siebel Loyalty Accruals (Earn) transactions are processed but the Effective date in column is always set to First Day of Next month. Is this default behavior?

We want the transaction points to get effective as soon as they earned it. How to achieve this? Will existing promotions automatically sets to First Day for next month. We facing this issue on existing promotion after 23.6 update.

Another this is, we missing the LOV Type LOY_PT_STRT_SNAP_TO after Upgrade. It should be added as part of 22.7 version. But in our application we see this LOV is missing. Need these LOV's and also what should be done so the effective date uses the point as soon as it is received (do not want First Day of next month etc)
