EBS HCM r12.1.3 OCI rup14 - 2023 Annual HR Statutory patch question

Hello,

I'm testing the 2023 HR Annual stat. patch in the 12.1 OCI instance and see that one of the Bug fixes: 35533560 says "EEO-1 SUITES OF REPORTS SHOWS NUMBER OF EMPLOYEES".

This appears to be a bug fix that clients cannot get to so can someone expand on what the actual fix is? The Suite of Reports spawns the 4 additional reports so I'm not sure what I should be looking for.
