Asset InterUnit Transfer Selects Old Asset when NEXT New Asset ID Selected

We are on FSCM 9.20.38 Tools 858.11 and we have one specific asset that we are trying to transfer using InterUnit Transfer and select NEXT but this particular asset keeps using an asset number that already exists. It is the same asset number and also the same in the trace files and we don't know where it is coming from.

No other assets have the problem. Even if we force a specific number in the New Asset ID it still pulls the same used asset number.
