Does SBC prioritize certain methods

We are seeing an issue where SBC invites endpoint, gets a 200, passes the 200 to the core, gets the ACK, then 10 milliseconds later gets a re-invite from the core. The SBC passes the re-invite before it passes the ACK to the original 200. This is causing an issue with the endpoint.

This had me wondering if the SBC prioritizes an invite over other messages? Or any other ideas why this would happen?
