Has anyone created MISC1_COUNTY_TAX_WITHHELD Adjustment element?

I'm not finding directions on how to do this like I can find for other tax adjustment elements. I guess I can take an educated guess. But thought I'd ask if anyone else has created this. So far we haven't needed it. But when we do that won't be the time to create it in a rush.
