Suppliers being Notified on Purchase Orders even though Email option is Unchecked

Hi,

We have an issue in Oracle Purchasing (ver. 12.2.10) where Suppliers are being notified (by email) each time a PO is updated, even though the purchasing user unchecks the Email checkbox (screenshot below).

We have checked all the system settings, and reviewed multiple notes on the issue, but there is nothing that has offered a solution so far.

Can anyone who has experienced this issue give me an idea as to how they have addressed it?
