Siebel System Admin, Install and Upgrade (MOSC)

23.5 to 23.8 upgrade

23.8 post install DB setup failed with below error. ODBC connection is successful with DSN and user/pass used for the upgrade step. not sure why i am able to connect manually and upgrade wizard fails. Appreciate any help. thank you

ODBC error 08001 in SQLConnect:

[tp][ODBC Oracle driver]Client unable to establish connection.

(native error 0).

Unable to login using specified ODBC parameters.
