I can't create Custom Image for Migration to another Tenancy

in EBS on Oracle Cloud Infrastructure (MOSC) Question

I want to migrate an Ubuntu Server to another Tenancy. I understand that the first step is create a Custom Image but when I try to create it I got this error message

"Custom images cannot be created from this instance because the instance uses a Marketplace image that does not support custom images."

The server is Ubuntu 18
