TNS-12637 Packet receive failed, secondary err code 12532.

Oracle 19c on Oracle Linux ver 8.8. Client side app runs JDBC. Oracle alert log has tons of TNS-12637 Packet receive failed, secondary err code 12532 errors. Most of the suggestions in google to increase timeout from the default 60 sec. What else to try? Thanks!
