Through GGSCI while DBLOGIN failes with error, cant Login to Database

The Scenario

--In my Testing Environment of High Availability Option

2 Servers - L1 and L2

OS - Windows 2022 Server Standard Edition

Plan - A

First Oracle 19.3.0.0.0 SE2 is installed on Both Machine.

And Oracle GoldenGate 19c installed on Both Machine.

--Now After Configuration for Replication when Starting Extract Process it stopped due to an error  "OGG-02030 Failed to set logmining server parameters back to default values"

due to a Bug 29374604 in Oracle 19c SE2 Database, to apply for this Patch requires Prerequisite Patch 30901317, Now 30901317 Patch is Password Protected for Download. And I have not Permission to Create Technical SR to get the Password to Download.
