is there a way to prevent transactions around specific groups of items

JDE 9.1

we would like to prevent IAs, ITs and I2s from taking place on a certain group of items at our branch plant 1000 where the IMSRP6 ='62'.

Does anyone know if this is possible. Setting the Item to Obsolete or Use Up will not prevent this from happening.

Just wondering if anyone had any ideas, otherwise i believe that it would take significant development
