Implementing Multi Language in Generic Notification Templates

We are on PeopleSoft 9.2, image 45 HCM Application. Our PeopleTools version is 8.59.11.

We are trying to implement custom email notification using Generic Notification Templates. Our organization is a multinational organization, so we are trying to implement language capability in email notifications. i.e if an employee's language is CFR, we would like to send email text in CFR. To achieve this are we supposed to maintain email text in CFR or PeopleSoft system does the language translation from base language (ENG) to CFR and other languages?
