How to remove the Applicant in Employee.Applicant type when Cancel Applicant is not available?

The employee is hired July 5, 2023 with person type Employee.Applicant. This is incorrect, it should be Employee only. I've searched for solutions to remove the Applicant and the instruction is to Cancel Applicant, what if this action is not available in the options? How can I correct the person type?
