'Progress Spotlight' and 'Bars' icons are missing for some users

P6 EPPM v21.12 client

Three of our users are unable to use the progress spotlight and bars features from the taskbar at the top of P6. The icons are there but they are grayed out so they cannot be used. They tried opening different projects but they never show up.

No other users have this problem. I checked permissions in eppm and the three users having the issue appear to have identical permission to everyone else.

Any idea what could be causing this?
