Configure mail servers in EM 13c, get Could not connect to SMTP host: smtp.office365.com

oracle linux 8 / Oracle Enterprise manager 13c

Added microsoft certificates to wallet and javakeystore as wasn't sure which method to use.

Secured down oms and agent restarted multiple times.

Does anyone know how to trouble shoot this - I can't find a relevant log for when the mail server gets tested.

I don't have telnet on the server.
