PO reschedule Validation before processing in OLTP

We have requirement to validate following on PO reschedule released from ASCP , before it actually update the PO in OLTP, and accept or reject that PO reschedule based on validation.

1. if the new need by date suggested by ASCP falls within date range on source documents price breaks, if not then reject the PO reschedule.

Is there a way to write this validation in the process of processing the PO reschedule with in OLTP?
