I procurement page not processing further and stuck with white screen?

I procurement standard responsibility:

When users are trying to create Non catalog request from standard I procurement responsibility by adding a category code it is not processing and screen is stuck at one place and not moving further and after 10 mins, it is showing "Failure of web server bridge".
