Specific Item = Setting burdening to be applied based upon Resource Organization, not Project owning organization

Description = By architectural design, as best we can determine, burdening is applied by oracle cloud projects, in part, based upon the project OWNING organization. That is when you look at the organizations in the hierarchies, this is based upon the organization owing the project. Thus any burdening is sensitive ONLY to project orgs, not the organization that the resource (employee in this case) is tied to.
