EPM 11.2.8 update over 11.2.3 set up didn't create Hyperion RMI Registry Service

Prior version: 11.2.3, New version: 11.2.8, Environment: Distributed, Components: Planning, FDMEE, Essbase. Planning is installed on different server and not where foundation services is installed. After installing and configuring planning 11.2.8 on top of existing 11.2.3 installation, planning web service got created successfully whereas the RMI registry service was not created.
