Multi-byte characters placed into the DAT file is not working

Multi Byte Character placed in DAT file of E1page is not working. I'm not using the properties file and used separate DAT file for Spanish language. Example Text "Catálogo de Cuentas" is displayed as "Catálogo de Cuentas". Non ASCII characters are displayed wrongly. As per Doc ID 1674258.2, its mentioned that maintaining separate DAT file for language will work but its not.

"Workarounds: Multi-byte characters can be placed directly into the DAT file. This may be a viable solution, but it will require maintaining a separate dat file for each language."
