What does this Watchlist error message mean?

9.2.7.2 I have been trying to get this watchlist notification to run correctly and it was for a while, but not it seems like it is not consistent. Now, I think it's broken. Not sure what to do. This notification is supposed to run 9am M-F. Myself and another user are subscribed to the notification and now it is not running successfully when we test.
