Review Transaction Authorization Error

Per PeopleBook - Setting Up Security for Approvals, an Employee must have the HCCPSCAW1030 permission list and 2 weblibs assigned to allow them to review transactions and the details. We have this permission list/weblibs assigned to the employee role and the user can get to the page review transactions under self-service and search for their transactions. However, when the user clicks on view details, each transaction indicates that the user is not authorized access to that page. What additional access does an Employee need to be able to view their own transactions details?
