Putaway - Find locator with stock already on-hand, otherwise next empty locator

WMS - Putaway Rule

We have the following requirement. We want to put away items on dynamic (not fixed) stock locators. However, it should first search for a Stock Locator if the item is still on-hand. If it can't find this Stock Locator, it should put away to the nearest available Stock Locator (we are using Picking Order for this).

I can't manage the part to search if the Item is already on-hand stock and put away to that Stock Locator.

Can anybody please help me to provide the Objects and Parameters to accomplish this?
