Is it possible to change the javamail that PeopleSoft uses to not use NOOP command

PeopleSoft 9.2 PTools 8.58

The PO_CCSTMT_WF App Engine sends mail and the javamail client is sending a NOOP command, which is making the process take 5 seconds per email. This would not be a problem, except we are sending out thousands of emails, making the process take hours. Is there a way to change the javamail to NOT use the NOOP command? This question may need to be in a different place to get to someone who knows how to configure the javamail that PeopleSoft uses in the App Engine.
