Problem connecting sql developer to oracle vision VM appliance EBS R12.2.12

Hello every body,

i have installed the oracle 12.2.12 vision VM appliance EBS R12.2.12 and all services are started, and my host machine ( windows 10 ) can access my VM. Then i accessed successfully EBS by using : http://apps.example.com:8000

the problem is that i can't connect my database by using Sql developer (installed on Windows 10) one week ago i was trying to connect but i didn't succeed,

this is the error message shown :

"" Status : Failure -Test failed: IO Error: Connection reset, connect lapse 0 ms., Authentication lapse 0 ms. ""


NB : i added the port 1521 to the firewall


please can some one help me 🙏
