Error after apply BP 19.17

I get error code = 73 after apply of Oracle database BP 19.17 on my client machine where no database instance is running.

I get the following error:

Following active files/executables/libs are used by ORACLE_HOME C:\Oracle\product\19.0.0\client

And following is a list of files.

I checked with process explorer tool but none of that files were found.

restart of the machine didn't solve the problem.

Any ideas to solve the problem?
