Issues with OPatch Version After Rolling Back Middleware(12.2.1.4.0) Patch.

Hello friends,

I'm using Oracle technology (Oracle 19c SE, Middleware 12.2.1.4.0, Forms & Reports 12.2.1.4.0). I have a problem with patching Oracle Middleware, specifically with OPatch right now. When I tried to apply the latest patch to Middleware (Patch 35557681: WLS PATCH SET UPDATE 12.2.1.4.230702), I had to first upgrade the version of OPatch itself (PATCH 28186730 - OPATCH 13.9.4.2.13). Both patches are the latest at the moment.

In my case, after I successfully patched the Middleware to version 12.2.1.4.230702, I had to perform a rollback due to issues with starting Forms & Reports. After doing the rollback, I can't patch again with any patch because I constantly receive the message.
