Are early calls (ringing calls) redundant in an Oracle SBC (Acme Packet 4600) HA cluster?

I am testing the following scenario:
- I initiate a call from external GSM network which is routed to the Peering Oracle SBC HA Cluster (Acme Packet 4600 SCZ9.0). The call is in early state (180 Ringing).
- I reboot the Active Oracle SBC node.
- I attempt to answer the previous ringing call from the core side.
- The remaining Oracle SBC node receives 200 OK from core side, but doesn't forward it to Peering, so that on the mobile phone (which initiated the call) the call is still in ringing status. However, the call-taker on the core side is able to hear the caller, but not the other way around.
