Multiple "Message **** not found" after using lsnrctr

I am new to Oracle databases and need to become familiar with Oracle DB installations to support a cartridge. 

I've included two text files. One with my installation process and the other showing the bash output where I am stuck. I am getting multiple "Message *** not found" using the lsnrctr command. It gives me the impression that one of my paths are not set correctly.  

One thing I noticed (may not be relevant to this issue) is that my &ORACLE_BASE path did not populate correctly in the Oracle DB installation option screen. It came up as /dbi/oracle instead of /dbi/oracle/V19BaseDatabase I thought this to be odd.
