OEM 13c: User privileges for Automatic Undo Management Advisor

we are using OEM 13c (version 13.5.0.0). In a target database (19.11.0.0.0) I have created a user with SYSDBA privileges (it has to be like that way). In OEM this user for the target database is used for the preferred credentials (with SYSDBA privileges). Each functionality of the OEM for the target database works fine so far - except the "Automatic Undo Management" under "Performance -> Advisors Home". I get the error message "The application requires more database privileges than you have currently been granted" when clicking on "Automatic Undo Management". So seems like that there are still some
