Signon Password Hard to Guess profile option value changed after patching?

We have upgraded from EBS version 12.2.7 to 12.2.10 and also recently have applied April CPU patch. We noticed that before the upgrade, the profile option value for the Signon Password Hard to Guess was set to Yes and after the upgrade the profile option value has been changed to the default value of No. Does any of the EBS patching will change this? We are very puzzled. Please advised. Thank you.
