Absence Payout by Work Location or States

We have a requirement where once an employee loss their eligibility, the absence should be paid depending on the States. The client has payout states and non-payout states.
For example, Vacation Plan is configured as disburse yes upon loss of eligibility. The employee belongs to payout state then absence will be paid via payroll. Else, if employee belongs to non-payout state then absence will not be paid.
Is there anyway to set the plan as payout and non-payout plan? if not, is there any way to control this?
