FSA Deductions when first pay period of 2024 has a 12/30/23 end date

The pay-period end date for our first payroll of 2024 is 12/30/23.

If event rules for deduction begin are set to "On Coverage Begin Date (1/1/2024) then the first check misses the deductions. If we set rules to "Pay Pd Preceding Covg BegDt" then deductions will take place on the first check but annual pledges are calculated based on 27 payrolls. Looking for feedback to determine best approach to handle this situations
