Shipping Network API

I know we don't have a standard API or interface to load Shipping Networks. Is there a private API or base table insert script that we can leverage? We have over 30 inv. orgs for which we need to load shipping networks. Doing this with data loader is getting harder. We are on EBS R12.2.10.
