Item availability is not getting reduced after attaching part list to WO.

Hi

I have attached part list to Work order but in item availability, available quantity is not getting reduced. It is showing same as on hand quantity. In P3009 setup is defined as Hard at creation of Parts List under Commitment Control/Hard/Soft Commit. and Split-Don't cross Branch boundaries under Commitment Control.

What could be reason system is not reducing item availability?
