ora.asmnet1.asmnetwork(ora.asmgroup) - offline on 1 of 3 nodes following reboot

Databases all 19.8, all standalone instances running on a 3 -node Cluster on Exadata. We were conducting a node reboot of 2 of the 3 nodes.

After everything was back up we noticed that status of listener on node2 and scan_listener2 were in INTERMEDIATE status. ASMNET1LSNR was OFFLINE on the same node 2. And ora.asmnet1.asmnetwork(ora.asmgroup) was OFFLINE on node2 and also node 3 - the two which had been rebooted.

Seems one issue was due to using lsnrctl to start the listener so it was running in the database home, not the GI home. Once the listener was started from srvctl, the listener and scan_listener for that node came online. We manually started up asmnet1lsnr and that was was successful. Also ora.asmnet1.asmnetwork(ora.asmgroup) came online for node 2 only and it is still offline for node 3:
